A. Asesiad cyflymdra a gwneud gan Gyngor Sir Ddinbych ar Ffordd y Garn.

B. Asesiad traffig a wnaed wrth Ysgol Henllan.

C. Cerbydau mawr yn defnyddio Ffordd Llannefydd.

D. Cerbydau wedi parcio wrth fynedfa Maes-yr-Efail.

Cadarnhawyd cofnodion cyfarfod 4ydd Chwefror 2014 a’u harwyddo gan y Cadeirydd.

4. MATERION YN CODI O’R COFNODION.

Cafwyd neges gan Gyngor Sir Ddinbych fod y ddau dwll yn Stryd Dinbych wedi eu trwsio, ond soniwyd bod twll arall wedi ymddangos wedyn yn Stryd Dinbych.

A. Derbyniwyd grant o £500 gan Gyngor Sir Ddinbych at gost y Wefan.

B. Taliadau:-

1. Un Llais Cymru – Tal Aelodaeth 2014/15 – £208.00.

2. Cyflog y Clerc am y chwarter yn diweddu 31 Mawrth 2014 – £400.00.

3. Treth Incwm am y chwarter yn diweddu 31 Mawrth 2014 – £100.00.

4. Costau’r Clerc am y flwyddyn yn diweddu 31 Mawrth 2014 – £561.25.

5. Mr Terry Hughes am lanhau’r llochesi fysiau am y chwarter yn diweddu 31 Mawrth 2014 – £36.00.

C. Ceisiadau am gymorth ariannol. Penderfynwyd cyfrannu at gostau dwy gymdeithas leol:-

1. Clwb Bowlio Henllan – £240.00 (datganwyd Merfyn James diddordeb ac nid chymerodd rhan yn y drafodaeth a’r bleidlais).

2. Tîm Iau Clwb Peldroed Henllan – £200.00 (datganwyd Chris Brown diddordeb ac nid chymerodd rhan yn y drafodaeth a’r pleidleisio).

Mae Cyngor Sir Ddinbych wedi rhoi caniatâd i:-

A. Gael gwared a bûm goeden ym mynwent Eglwys Sant Sadwrn, Henllan.

B. Estyn modurdy dwbl i ffurfio tŷ annedd – 3 Ffordd Bryn-y-Garn, Henllan.

A. Penderfynwyd derbyn cynnig Hannah Arndt, Swyddog Mynediad Cyngor Sir Ddinbych, i ddod i son am Gymunedol Henllan.

B. Gofynnodd y Cynghorydd Julie Roberts os oes angen caniatâd cynllunio’r feithrinfa arfaethedig ym Maes Ffynnon a pha effaith y meithrina byddai’r traffic ychwanegol yn ei gael ar briffyrdd lleol. Atebodd y Cynghorydd Duncan Stewart nas oes angen caniatâd cynllunio a byddai dim ond tri cherbyd ychwanegol y dydd yn defnyddio’r eiddo.

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH MARCH 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 PM

PRESENT Councillors Chris Brown (Chairman), Gwyn Roberts, Glyn Jones, Merfyn James, Elwyn Williams, Jennifer Rowley-Williams, Julie Roberts, Duncan Stewart, Kevin Davies, Denbighshire County Councillors Colin Hughes and Geraint Lloyd-Williams and the Clerk.

1. APOLOGIES: Councillor Eleri Llwyd.

2. DISCUSSION WITH NORTH WALES POLICE.

The Chairman welcomed PCSO’s Rachael Williams and Kieran Green to the meeting. Members discussed the following with the Police Officers:-

A. Speed Assessment conducted by Denbighshire County Council on the Garn Road.

B. Traffic Assessments made outside Henllan School.

C. Large vehicles travelling on the Llannefydd Road.

D. Parked vehicles obstructing on the Maes-yr-Efail Estate entrance.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the minutes of the previous meeting held on 4th February 2014 as a true record and signed by the Chairman.

4. MATTERS ARISING FROM THE MINUTES.

Denbighshire County Council reported that the two pot holes on Denbigh Street in Henllan have now been repaired. Members reported on another pot hole which has appeared in Denbigh Street since the repairs.

5. FINANCE.

A. Receipt of £500 Website grant from Denbighshire County Council.

B. Bill payments:-

1. One Voice Wales 2014/15 Subscription – £208.00.

2. Clerk’s Salary for the quarter ended 31st March 2014 – £400.00.

3. PAYE for the quarter ended 31st March 2014 – £100.00.

4. Clerk’s Expenses for the year ended 31st March 2014 – £561.25.

5. Mr Terry Hughes – Bus Shelters cleaning for the quarter ended 31st March 2014 – £36.00.

C. Applications for financial assistance. Members resolved on the following donations to the following Community Organisations:-

1. Henllan Bowling Club – £240.00 (Councillor Merfyn James declared an interest and took no part in the discussion or voting process).

2. Henllan Football Club Juniors – £200.00 (Councillor Chris Brown declared an interest and took no part in the discussion or voting process).

6. PLANNING DECISION NOTICES.

Denbighshire County Council has granted planning permission on the following applications:-

A. Removal of five trees in St. Sadwrn Churchyard in Henllan.

B. Extension to existing double garage to form a dwelling at 3 Ffordd Bryn-y-Garn.

7. CORRESPONDENCE.

A. Members resolved to accept the invitation of Hannah Arndt, Access Officer of Denbighshire County Council, to address the next Council meeting on the Henllan Community Walk.

B. Monthly pack for the distribution amongst the Members.

8. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

County Councillors Colin Hughes and Geraint Lloyd-Williams reported on the following:-

A. the County have resolved not to amalgamate with Conwy County Borough Council as suggested in the Williams Report.

B. the Denbigh Area Plan includes the construction of a foot path on the Garn Road.

9. ANY OTHER BUSINESS.

A. Members resolved for the Clerk to contact the Highways Department of Denbighshire County Council regarding the following issues:-

1. Pot holes on the Groes Road.

2. Rocking flat kerb outside 22 Ffordd Meifod.

3. When will the required work on theHenllan to Trefnant Road be carried out.

B. Councillor Julie Roberts enquired if the proposed nursery at Maes Ffynnon requires planning permission and what impact the nursery would the extra traffic have on the local highways. Councillor Duncan Stewart replied that no planning permission is needed and there would only be an extra three vehicles per day using the property.

10. NEXT COUNCIL MEETING – Tuesday 1st April 2014 in the Chapel Vestry, Henllan at 7.30 p.m.
