Croesawodd y Cadeirydd i Miss Hannah Arndt i’r cyfarfod. Esboniodd hi ei swyddogaeth gyda Chyngor Sir Ddinbych. Mae hi’n wrthi’n cynhyrchu taflenni gwybodaeth am deithiau ar hyd llwybrau cyhoeddus, cynllun a arienni’r gan Gadwyn Clwyd. Bydd y daith nesaf yn cynnwys pentref Henllan: croesawodd hyn gan yr aelodau. Bydd Miss Arndt yn darparu gwybodaeth am daith bosibl erbyn cyfarfod nesaf y Cyngor cyn dechrau’r gwaith angenrheidiol. Diolchodd y Cadeirydd i Miss Arndt. Penderfynwyd bod y Clerc i gysylltu â Chymdeithas y Cerddwyr ynghyn cyflwr Llwybr Clwyd yn lleol.

3. CADARNHAU COFNODION Y CYFARFOD DIWETHAF.

Cadarnhawyd cofnodion cyfarfod 4ydd Mawrth 2014 a’u harwyddo gan y Cadeirydd.

4. MATERION YN CODI O’R COFNODION.

A. Cafwyd gwybodaeth gan Adran Briffyrdd Cyngor Sir Ddinbych:-

1. bod y tyllau ar Stryd Dinbych a Ffordd y Groes wedi’u llenwi.

2. bod y cwrb sigledig o flaen 22 Ffordd Meifod, Henllan wedi’i drwsio.

3. y byddai Gwaith Cyfalaf ar Ffordd Henllan – Trefnant yn digwydd yn ystod Ebrill 2014.

B. Diolchodd Clwb Bowlio Henllan i’r Cyngor Cymuned am y grant diweddar o £240.00.

C. Penderfynwyd bod y Clerc i ofyn i’r ddau Heddwas am yr asesiadau cyflymdra a addawyd.

5. CYLLID.

A. Penderfynwyd talu am aelodaeth Gyngor Gwasanaethau Gwirfoddol Cyngor Sir Ddinbych am 2014/15 – £15.00.

B. Cais gan Gymdeithas Hamdden a Chymunedol Henllan am £600.00 tuag at gostau Strafagansa Henllan 2014. Penderfynwyd derbyn y cais yn llawn. (Datganodd y Cynghorwyr Julie Roberts a Glyn Jones eu diddordeb a pheidio cymryd rhan yn y drafodaeth na’r bleidlais.)

C. Penderfynwyd rhyddhau’r swm o £644.10 sydd gan y Cyngor Cymuned ar gyfer Gweithgareddau Plant Henllan, mudiad a ffurfiwyd yn ddiweddar.

6. MATERION CYNLLUNIO – PENDERFYNIADAU.

Gwrthodwyd y ceisiadau hyn gan Gyngor Sir Ddinbych:-

A. Datblygu 0.11 hectar o dir trwy godi tŷ annedd a swyddfeydd ac unedau Dosbarth B1 a B1/B8, gosod carthffosiaeth heb gyswllt a’r brif sustem a dymchwel pentai (cais amlinelliad yn unig) ar dir Bryn Llyfannen, Stryd Dinbych, Henllan.

B. Codi estyniad yn y cefn, gosod “porch” yn lle “conservatory” yn y tu blaen a newid garej yn ystafell iwtiliti yn The Hollies, Ffordd y Felin, Henllan.

7. GOHEBIAETH.

A. Cynhelir Sesiwn Hyfforddi nesaf Cyngor Sir Ddinbych ar gyfer materion cynllunio nos Fawrth 23ain Ebrill 2014 am 6.30 yn Caledfryn, Dinbych.

B. Cynhelir cyfarfod nesaf Clwstwr Dinbych Cyngor Sir Ddinbych ar 13eg Mai 2014 am 6.30 p.m. yn Ystafell Gyfarfod, Canolfan Ieuenctid Llanelwy.

C. Adroddwyd y Cadeirydd bod yr aelodau’r Cyngor wedi mynychu Cyfarfod Cyhoeddus Cynllun Cysylltu Fferm Wynt Gogledd Cymru a threfnwyd gan Scottish Power yn Henllan ar 28ain o Fawrth 2014 ac mi fydd y Cyngor Cymuned yn ymateb i’r cynllun yn cyfarfod nesaf y Cyngor.

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST APRIL 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Gwyn Roberts, Elwyn Williams, Glyn Jones, Duncan Stewart, Jennifer Rowley-Williams, Julie Roberts, Merfyn James, Eleri Llwyd, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

1. APOLOGIES: Councillor Kevin Davies and Denbighshire County Councillor Colin Hughes.

2. DISCUSSION WITH HANNAH ARNDT, ACCESS OFFICER DENBIGHSHIRE COUNTY COUNCIL.

The Chairman welcomed Miss Hannah Arndt to the meeting. Miss Arndt informed her role as Access Officer of Denbighshire County Council and is in the process of producing information leaflets on Community Rights of Way Walks which is grant funded by Cadwyn Clwyd. The next Community Walk will include Henllan Village which was welcomed by the Members. Miss Arndt will provide information on a suggested Henllan Community Walk before the next Council meeting before commencing on the necessary works required. The Chairman thanked Miss Arndt for attending the meeting. Members resolved for the Clerk to contact the Ramblers Association regarding the poor condition of the local Clwydian Way Path.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the minutes of the previous Council meeting held on 4th March 2014 as a true record and signed by the Chairman.

4. MATTERS ARISING FROM THE MINUTES.

A. the Highways Department of Denbighshire County Council reported on the following:

1. The pot holes on Denbigh Street and Groes Road, Henllan have now been repaired.

2. The rocking flat kerb outside 22 Meifod Road, Henllan has now been repaired.

3. The Capital Works on the Henllan to Trefnant Road will now take place in April 2014.

B. the Henllan Bowling Club thanked the Community Council for the recent £240 grant.

C. Members resolved for the Clerk to ask the two PCSO’s who attended the previous Council meeting for the report on the speed assessments that was planned following the Council meeting.   

5. FINANCE.

A. Members resolved to pay the Denbighshire Voluntary Services Council 2014/15 Membership Fee – £15.00.

B. Grant Application Form from Henllan Community Leisure Association towards the costs of the 2014 Henllan Extravaganza for £600.00. Members resolved to accept the application and for the grant of £600.00 towards the costs (Councillors Julie Roberts and Glyn Jones declared an interest and took no part in the discussion and voting process).

C. Members resolved to release £644.10 that the Community Council are holding for the newly formed Henllan Children’s Activities.

6. PLANNING APPLICATION DETERMINATION NOTICES.

Denbighshire County Council has refused the following planning applications:-

A. Development of 0.11 hectares of land by erection of new dwelling and offices and Class B1 & B1/B8 units, installation of non-mains drainage and demolition of existing lean-to’s (outline application with all matters reserved) on land at Bryn Llyfannan, Denbigh Street, Henllan.

B. Erection of extension to rear, replacement of conservatory at front with porch and use of existing garage as utility room at The Hollies, Mill Road, Henllan.

7. CORRESPONDENCE.

A. The next Denbighshire County Council Planning Training Session will be held on 23rd April 2014 in Caledfryn, Denbigh at 6.30 p.m.

B. The next Denbighshire County Council Denbigh Area Cluster meeting will take place on 13th May 2014 at the St. Asaph Youth Centre Meeting Room at 6.30 p.m.

C. the Chairman reported that Members of the Community Council attended the North Wales Wind Farm Connection Project in Henllan on 28th March 2014 hosted by Scottish Power and will consider the reply from the Community Council at the next Council meeting.

D. Monthly pack for the distribution amongst the Members.

8. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

County Councillor Geraint Lloyd-Williams provided information on the following issues:-

A. Public Footpath works between Denbigh and Henllan.

B. County Voice Newspaper.

C. Flower Bed update required on the Maes Sadwrn Estate.

D. New 2014/15 Financial Year.

9. ANY OTHER BUSINESS.

A. Members resolved for the Clerk to write again to the former Men’s Club Officials.

B. Members gave Councillor Julie Roberts permission to purchase two tonnes of Top Soil for the Henllan Flower Beds.

C. Members resolved for the Clerk to inform Denbighshire County Council on the following issues:-

1. Overgrown highway bushes on the Garn Road in Henllan.

2. Blocked gully’s in front of the Maes Sadwrn/Maes-yr-Efail Estates in Henllan.

D. Members discussed the Broadband connection for Henllan.

10. NEXT COUNCIL MEETING – Wednesday 14th May 2014 in the Chapel Vestry, Henllan following the Annual General Meeting.
