A. Cadarnhaodd Cyngor Sir Ddinbych bod angen gwneud gwaith carthffosiaeth ar ffordd Henllan-Trefnant cyn rhoi wyneb newydd arni.

B. Cadarnhaodd Cyngor Sir Ddinbych bod y llwyni ar Ffordd y Garn wedi’u tocio, ond cadarnhaodd yr aelodau nad ydynt wedi cael eu tocio. Gofynnwyd i’r Clerc godi’r mater eto gyda’r Adran Briffyrdd.

C. Mae Cylchlythyr diweddaraf Cyngor Cymuned Henllan bellach wedi ei gyhoeddi a’i ddosbarthu.

4. CYSWLLT FFERM WYNT GOGLEDD CYMRU.

A. Diolchwyd i’r Cynghorydd Chris Brown am baratoi ac anfon ymateb y Cyngor i Ran 3 Ymgynghoriad Scottish Power.

B. Dywedodd bod Scottish Power wedi apwyntio ymgynghorwyr i bennu lleoliad y peilonau o fewn y tirlun.

C. Penderfynwyd trafod y cynllun eto yng nghyfarfod nesaf y Cyngor.

Cafwyd gwybodaeth gan Swyddog Cartrefi Grŵp Cynefin am gwynion a dderbyniwyd am broblemau parcio ar y tir glas gyferbyn a’r Llindir yn Henllan a gofynnodd a oedd gan y Cyngor Cymuned bwerau i ddelio a’r mater. Cytunodd y Cynghorydd Chris Brown i astudio’r wybodaeth a gafwyd gan Un Llais Cymru ar “Dir Comin” ac i ysgrifennu at Gyngor Sir Ddinbych parthed perchnogaeth y tir dan sylw.

A. Roedd y Clerc wedi derbyn gwahoddiad e-bost gan Mrs Shirley Godfrey am lyfryn gwybodaeth ar Eglwys Sant Sadwrn. Cytunodd y Cynghorydd Jennifer Rowley-Williams i ymholi.

B. Pecyn misol i’w ddosbarthu ymhlith aelodau.

10. MATERION CYNGOR SIR DDINBYCH.

Soniodd y Cynghorydd Sir Geraint Lloyd-Williams am ddau fater:-

A. Mae hi’n annhebygol y bydd y llwybr troed Lon y Garn yn cael lle yn y Cynllun Lleol oherwydd cost ychwanegol y cynllun. Gobeithir y bydd modd i’r cyllid a neilltuwyd ar gyfer y cynllun gael ei ddefnyddio ar gyfer cynllun arall o fewn y gymuned, megis dechrau’r llwybr rhwng Henllan a Dinbych.

B. Yr ymgynghori sy’n digwydd o fewn y Sir ar doriadau i wasanaethau’r Sir.

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST JULY 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Kevin Davies, Merfyn James, Glyn Jones, Gwyn Roberts, Elwyn Williams, Julie Roberts, Jennifer Rowley-Williams, Eleri Llwyd, County Councillor Geraint Lloyd-Williams and the Clerk.

1. APOLOGIES: Councillor Duncan Stewart.

2. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the minutes of the 3rd June 2014 minutes as a true record and signed by the Chairman.

3. MATTERS ARISING FROM THE MINUTES.

A. Denbighshire County Council confirmed that drainage works are required on the Henllan to Trefnant road before resurfacing can take place.

B. Denbighshire County Council confirmed that the bushes on the Garn Road have now been cut back. Members confirmed that the bushes have not been cut back and for the Clerk to inform the Highways Department again of the issue.

C. The latest Henllan Community Council Newsletter has now been finalised and distributed.

4. NORTH WALES WIND FARM CONNECTION PROJECT.

A. Members thanked Councillor Chris Brown for preparation and sending the response to the Stage 3 Consultation to Scottish Power.

B. Members reported that Scottish Power have appointed consultants on landscaping of the pylons.

C. Members resolved to further discuss the project at the next Council meeting.

5. BUS SHELTER CLEANER.

Members resolved to defer to the next Council meeting.

6. FINANCE.

A. Bill payment – Dwr Cymru – Public Conveniences Water Rates – £50.05.

B. Hacker Young (External Auditors) have reported a clean report on the 2014 Annual Return and the Chairman and Clerk signed off the Return.

7. PLANNING ISSUES.

No planning applications received for consideration.

8. LAND OPPOSITE THE LLINDIR.

The Housing Officer of Grwp Cynefin informed the Council of the complaints received regarding the parking problems on the land opposite the Llindir in Henllan and asked if the Community Council has any powers to deal with the issue. Councillor Chris Brown agreed to digest the information received from One Voice Wales on “Common Land” and to write to Denbighshire County Council regarding the issue of ownership.

9. CORRESPONDENCE.

A. the Clerk received an email enquiry from Mrs Shirley Godfrey regarding any booklet information on St. Sadwrn Church. Councillor Jennifer Rowley-Williams agreed to make enquiries regarding the issue.

B. Monthly pack for the distribution amongat the Members.

10. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

County Councillor Geraint Lloyd-Williams reported on the following issues:-

A. It is unlikely that the Lon Garn Footpath will now take place under the Area Plan due to the additional costs on the project. It is hoped that the funds allocated to the project can be re-allocated for another project within the community such as commencement on the path between Henllan and Denbigh.

B. The current consultation within the County on the cuts to the County services.

11. ANY OTHER BUSINESS.

A. Members reported on the recent success of the Henllan Extravaganza.

B. Members reported that the Royal Mail Post Box has been removed from Meifod Road and resolved for the Clerk to contact Royal Mail for the re-instatement of the Box.

C. Members resolved for the Clerk to contact Denbighshire County Council regarding the following issues:-

1. Dog Fouling issues in the Henllan Parks.

2. Overgrown hedge boundary between Henllan School and Parc-y-Llan.

3. Extend the 30 mph boundary beyond Maes-y-Ffynnon on Denbigh Street.

4. Gully emptier requited at Ochr-y-Bryn.

5. Slab out of the wall in Ty Coch Street.

D. Members resolved to invite Police Officers to the next meeting to discuss policing issues within the Community.

E. Members granted permission to Councillor Gwyn Roberts to price the cost of repairs for the Street Benches in Henllan.

F. Councillor Chris Brown provided Members with the Strategy Sub-Committee Report.
