Croesawodd y Cadeirydd y Swyddogion Cymunedol Liz Evits a Rachael Williams. Nid oedd unrhyw ddigwyddiadau wedi bod ers y tro diwethaf i swyddogion ddod i gyfarfod y Cyngor. Trafodwyd cyflymdra ceir yn teithio trwy’r pentref a’r bwriad i arbrawf gyda limit o 20 milltir yr awr o flaen Ysgol Henllan. Dywedwyd y byddai newidiadau staff yng Ngorsaf Heddlu Dinbych dros y mis i ddod. Diolchodd y Cadeirydd i’r Swyddogion.

3. CADARNHAU COFNODION CYFARFOD DIWETHAF Y CYNGOR.

Cadarnhawyd cofnodion 1af Gorffennaf 2014 a’u harwyddo gan y Cadeirydd.

4. MATERION YN CODI O’R COFNODION.

A. Cafwyd gwybod gan y Post Brenhinol y byddai blwch postio yn Ffordd Meifod eto beryn diwedd Medi.

B. Gwybodaeth gan Adran Briffyrdd Cyngor Sir Ddinbych:-

1. Byddai’r gwrych rhwng Ysgol Henllan a Pharc y Llan yn cael ei dorri yn ystod Medi.

2. Byddai sylw’n cael ei roi i’r gyli yn Ochr y Bryn yn ystod Awst. Ond dywedodd yr aelodau nad oedd y gwaith yma byth wedi’i wneud a gofynnwyd i’r Clerc hysbysu’r Adran.

3. Bod y slab wedi ei roi’n ôl yn wal Stryd Tŷ Coch.

4. Byddai’r arwydd 30 milltir yr awry n cael ei symud 12 medr cyn mynedfa Maes y Ffynnon.

C. Cafwyd gwybod gan Warden Cŵn y Sir bod cosb wedi ei rhoi yn ddiweddar i berchennog ci. Mae bagiau ar gyfer baw cŵn yn cael yn Swyddfa’r Post a bydd yr ardal i gael ei phatrolio.

D. Mae Sir Ddinbych wedi dweud nad oedd y Cyngor Sir biau’r tir gyferbyn a’r Llindir ac nad yw’r darn tir wedi ei gofrestru. Penderfynwyd bod y Clerc i geisio cyngor Un Llais Cymru parthed cofrestru’r tir.

E. Cadarnhaodd y Cynghorydd Jennifer Rowley-Williams fod taflenni gwybodaeth ar gael yn Eglwys Sant Sadwrn. Byddai’r Clerc yn hysbysu Mrs Shirley Godfrey.

5. FFERM WYNT GOGLEDD CYMRU.

A. Cafwyd cadarnhad gan Mr Chris Ruane, A.S., iddo gyflwyno’r ddeiseb i’r Senedd ac iddo dderbyn ateb gan RWE a ddosbarthi’r i’r aelodau gyda’r pecyn misol.

B. Mae rhai o’r aelodau yn mynychu cyfarfodydd rheolaidd y Grŵp Deiseb.

C. Dywedodd y Cynghorydd Sir Geraint Lloyd-Williams fod Sir Ddinbych wedi cefnogi claddu’r ceblau.

Penderfynwyd hysbysu am rywun i ofalu am y Toiledau Cyhoeddus yn ogystal a Llochesi’r Bysiau. Y Cynghorydd Chris Brown sydd yn trefnu’r hysbysiad.

2. Cyflog y Clerc am y tri mis yn diweddu 30 Medi 2014 – £400.00.

3. Treth gyflog y Clerc am y tri mis yn diweddu 30 Medi 2014 – £100.00.

C. Derbyniwyd cyfrif gan Neuadd yr Eglwys Henllan ar gyfer Grŵp Gweithgareddau’r Plant. Cytunwyd y dylid ei drosglwyddo i Grŵp y Plant.

D. Cynhadledd 2014 Un Llais Cymru, gan gynnwys Cyfarfod Blynyddol ar ddydd Sadwrn 4ydd Hydref yn Llanfair ym Mhuallt ar gost yn £80.00 i bob cynrychiolydd. Penderfynwyd gofyn i’r Cynghorydd Duncan Stewart gynrychioli’r Cyngor a chynnig iddo hefyd dal am aros dros nos cyn y gynhadledd.

E. Cais gan Grŵp Cadwraeth Henllan am £185.00 tuag at eu cynlluniau cyfredol. Penderfynwyd rhoi £185.00 a diolch iddynt am eu gwaith ardderchog yn y gymuned.

8. MATERION CYNLLUNIO.

Mae’r Arolygaeth Gynllunio wedi gwrthod yr apêl ar gyfer tir ac adeiladau yn Brŷn Llyfannen, Stryd Dinbych, Henllan.

Penderfynodd yr aelodau ar y blaenoriaethau hyn ar gyfer 2015/16:-

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 2ND SEPTEMBER 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Merfyn James, Gwyn Roberts, Jennifer Rowley-Williams, Julie Roberts, Eleri Llwyd, Elwyn Williams, Kevin Davies, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

1. APOLOGIES: Councillor Duncan Stewart and Denbighshire County Councillor Colin Hughes.

2. DISCUSSION WITH NORTH WALES POLICE OFFICERS.

The Chairman welcomes PCSO Officers Liz Evits and Rachael Williams to the meeting. The Officers reported that there were no incidents to report in Henllan since the previous Police attendance. Members discussed the speeding through Henllan village and the anticipated 20 mph pilot outside Henllan School. The Officers reported that there are staff changes within the Denbigh Police Station over the next month. The Chairman thanked the Officers for their attendance.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the minutes of the 1st July 2014 meeting as a true record and signed by the Chairman.

4. MATTERS ARISING FROM THE MINUTES.

A. Royal Mail reported that the missing collection box in Meifod Road will be replaced by the end of September.

B. Highways Department of Denbighshire County Council reported:-

1. The overgrown hedge between Henllan School and Parc-y-Llan will be cut in September.

2. The blocked gully in Ochr-y-Bryn will be dealt with in August. Members reported that the gully emptier has still not arrived and resolved for the Clerk to inform the Highways Department.

3. The slab of the boundary wall in Ty Coch Street has now been reinstated.

4. The 30 mph sign will be moved 12 meters in advance of the entrance at Maes-y-Ffynnon.

C. the County dog Warden reported that a dog fouler was caught recently and was provided with a Penalty Notice. Foul bags have also been left at the Post Office and assured that patrols are ongoing.

D. Denbighshire County Council reported that they do not own the land opposite the Llindir nor is it Common Land. The Land Registry confirmed that the land is not registered. Members resolved for the Clerk to seek advice from One Voice Wales regarding registering the land.

E. Councillor Jennifer Rowley-Williams confirmed that there is an information leaflet on the St Sadwrn Church located within the Church. The Clerk will now report back to Mrs Shirley Godfrey.

5. NORTH WALES WIND FARM PROJECT.

A. Mr Chris Ruane MP confirmed that he has presented the petition to Parliament and has received a reply from RWE which is circulated in the monthly pack for Members.

B. Some members are attending the regular Petition Group meetings.

C. County Councillor Geraint Lloyd-Williams reported that Denbighshire have endorsed for underground cables of the route.

6. BUS SHELTER CLEANER.

Members resolved that the advert for the Bus Shelter Cleaner should also include Caretaker for the Public Conveniences. Councillor Chris Brown agreed to arrange the advert.

7. FINANCE.

A. Second 2014/15 Precept Receipt – £2,232.00.

B. Bill Payments:-

1. Hacker Young – External Auditor – £210.00.

2. Clerk’s Salary for the quarter ended 30th September 2014 – £400.00.

3. PAYE for the quarter ended 30th September 2014 – £100.00.

C. Bill from the Henllan Church Institute for the Children’s Activity Group. Members confirmed the bill should be forwarded to the Children’s Activity Group.

D. One Voice Wales 2014 Conference and AGM on Saturday 4th October 2014 in Builth Wells at a cost of £80.00 per delegate. Members resolved for Councillor Duncan Stewart to attend with the offer of overnight accommodation prior to the Conference and AGM.

E. Grant Application Form from Henllan Conservation Group for £185.00 grant towards ongoing projects. Members resolved to grant £185.00 for the Group and also to thank the Group for their excellent ongoing work within the community.

8. PLANNING ISSUES.

The Planning Inspectorate has dismissed the appeal for the planning application on land and buildings at Bryn Llyfannan, Denbigh Street, Henllan.

9. DENBIGHSHIRE COUNTY COUNCIL HIGHWAY IMPROVEMENT WORKS 2015/16.

The Members resolved on the following priority roads for highway improvement works for 2015/16:-

A. Henllan to Trefnant Road.

B. Henllan to Groes Road to the Denbighshire Border.

C. Glasfryn Estate.

10. CORRESPONDENCE.

Monthly pack for the distribution amongst the members.

11. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

Councillor Geraint Lloyd-Williams reported on the ongoing discussions on the budget cutbacks and anticipated replacement of water lead pipes in the area

12. ANY OTHER BUSINESS.

A. Members resolved for the Clerk to contact the Conservation Officer of Denbighshire County Council regarding the removal of the boundary wall at 15 Ty Coch Street.

B. Councillor Chris Brown reported that the Housing Department of Denbighshire County Council reported the following with regards to the garages in Maes Sadwrn/Maes-yr-Efail in Henllan:-

1. Number of garages – 24.

2. Number of occupied garages – 22.

3. Details of proposed maintenance regime – currently reactive repairs only.

4. Details of proposed refurbishment – there are currently no plans for refurbishment of these garages.

Members resolved to invite an Officer to the next meeting to discuss the issues further.

C. Councillor Chris Brown reported that the Denbighshire Public Realm Team will visit Henllan during September.

D. Members resolved for the Public Conveniences doors to be painted.
