    Cadarnhawyd cofnodion 2 Medi 2014 a’u harwyddo gan y Cadeirydd.
  3.  MATERION YN CODI O’R COFNODION.

A) Penderfynwyd gwahodd Mr Glyn Forsdick, a fethodd ddod i gyfarfod mis Hydref, i gyfarfod nesaf y Cyngor.
B) Mae Cyngor Sir Ddinbych wedi darganfod pibell wedi ei difrodi, oedd yn achosi problemau gwli Ochr-y-Bryn. Bydd yn cael ei hatgyweirio.
C) Mae’r Post Brenhinol wrthi’n trefnu gosod blwch postio newydd yn Ffordd Meifod ac yn cysylltu â’r awdurdodau priodol i geisio caniatâd.
D) Dosbarthodd y Clerc i’r aelodau gyngor Un Llais Cymru parthed “Hawlio Tir Diberchenog” gyda golwg ar y tir gyferbyn a thafarn y Llindir. Penderfynwyd trafod y ffordd ymlaen yng nghyfarfod nesaf y Cyngor.
E)Cafwyd adroddiad gan Gyfaneddwr Swyddfa Uchelgais Economaidd a Chymunedol Cyngor Sir Ddinbych y byddai cost gosod llwybr cerdded ar Lon y Garn yn sylweddol uwch na’r cyllid sydd ar gael ac felly yn amhosibl ei fforddio, Awgrymodd yn hytrach fod y llwybr rhwng Dinbych a’r Clwb Golff yn cael ei gwblhau. Penderfynwyd ateb trwy argymell dail ai mynd ymlaen a Llwybr Lôn y Garn neu ddarparu rhwng Henllan a Chlwb Golff.
F)Cadarnhaodd y Cynghorydd Chris Brown fanylion y cynllun peilot 20 m.y.a. i’w weithredu gan Gyngor Sir Ddinbych. Roedd yr aelodau eisio wedi derbyn manylion y cynllun.
G)Cadarnhaodd yr aelodau fod Cyngor Sir Ddinbych wedi torri rhan o’r gwrych rhwng Ysgol Henllan a thai Parc-y-Llan, ond penderfynwyd holi’r cyngor Sir am ddarn sydd heb ei dorri.

Dywedodd y Cynghorydd Chris Brown fod disgrifiad y swydd wedi ei gwblhau (i’w e-bostio at yr aelodau i gyd). Bydd fersiynau Cymraeg a Saesneg i’w gweld ar hysbysfyrddau cyhoeddus Henllan.

Codi estyniad deulawr y tu ôl i’r tŷ, tynnu lawr portch a chodi wal gerrig a chanllawiau o flaen 15 Stryd Tŷ Coch, Henllan. Penderfynwyd nodi y dylid defnyddio’r yr un math o gerrig eto.

  1. GWEFAN GYMUNEDOL.

Dywedodd y Cynghorydd Chris Brown fod yr Is-bwyllgor Datblygu wedi cyfarfod ers cyfarfod diwethaf y Cyngor ac wedi penderfynu mynd am Wefan newydd i Henllan dan nawdd y Cyngor Cymuned. Cytunodd y Cynghorydd Brown drafod gyda Mr Les O’Hanlon, gweinyddwr y Wefan bresennol, fanylion y newidiadau.

  1. GOHEBIAETH.

A) Cynhelir y Cyfarfod Blynyddol rhwng Cadeirydd a Swyddogion Cyngor Sir Ddinbych a chynrychiolwyr y Cynghorau Tref a Chymuned nos Iau 6ed Tachwedd 2014 am 6.30 o’r gloch yn Swyddfeydd y cyngor yn Rhuthun. Cytunodd y Cynghorydd Chris Brown fynd i’r cyfarfod.
B) Pecyn misol i’w ddosbarthu i’r aelodau.

  1. UN LLAIS CYMRU – CYFARFOD BLYNYDDOL A CHYNHADLEDD.

Cafwyd adroddiad llafar gan y Cynghorydd Duncan Stewart ar y cyfarfod a’r gynhadledd ddydd Sadwrn 4ydd Hydref 2014 a dosbarthwyd pecyn gwybodaeth i’r aelodau.

  1. UNRHYW FATER ARALL.

A) Gofynnwyd i’r Clerc gysylltu â Chyngor Sir Ddinbych parthed:-

1) Llwyni ac eiddew gordyfa – Stryd Dinbych, Henllan.
2) A fydd disgwyl i’r rhai sy’n defnyddio sachau yn hytrach na biniau gwyrdd dalu £24 y flwyddyn o Ebrill 2015.
3) Pa wasanaethau fydd yn diflannu o ganlyniad i’r toriadau yng nghyllideb y Cyngor Sir o fis Ebrill 2015?

B) Trafodwyd hefyd:-

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH OCTOBER 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 PM

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Merfyn James, Elwyn Williams, Duncan Stewart, Eleri Llwyd, Julie Roberts, Jennifer Rowley-Williams, Gwyn Roberts, Kevin Davies and the Clerk.

  1. APOLOGIES: Denbighshire County Councillors Colin Hughes and Geraint Lloyd-Williams together with Mr Glyn Forsdick (Senior Officer Asset Management of Denbighshire County Council.
  2. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the minutes of the 2nd September 2014 meeting as a true record and signed by the Chairman.

  1. MATTERS ARISING FROM THE MINUTES.

A) The members resolved to invite Mr Glyn Forsdick, Senior Asset Management of Denbighshire County Council (who was unable to attend the October meeting) to the next Council meeting to discuss the Maes Sadwrn/Maes-yr-Efail garages issues.
B) Denbighshire County Council have found a damaged pipe at the blocked gully at Ochr-y-Bryn which well be repaired.
C) Royal Mail are in process of replacing the Royal Mail Collection Box in Meiford Road and are in the process of contacting the relevant Authorities for permission to erect the new collection box.
D) The Clerk circulated the Members with the advice from One Voice Wales regarding “Claiming Ownerless Land” in respect of the land opposite the Llindir Inn. Members resolved to discuss the way forward at the next Council meeting.
E) The Corporate Director: Economic and Community Ambition Officer of Denbighshire County Council reported that the cost of installing the proposed footpath on Garn Lane would be significantly over budget and would therefore unaffordable and suggested an alternative project for the completion of the footpath between Denbigh and the Golf Club. Members resolved to reply to the Officer suggesting either the pursuing the Garn Lane Option or the provision of a footpath between Henllan and the Golf Club.
F) Councillor Chris Brown confirmed the details of the 20 mph pilot scheme (to be carried out by Denbighshire County Council) circulated to all members since the previous Council meeting.
G) Members confirmed that Denbighshire County Council have cut some of the boundary hedge between Henllan School and Parc-y-Llan Housing Estate and resolved for the Clerk to contact the County Council regarding the missing section which has not been cut.

  1. BUS SHELTER AND PUBLIC CONVENIENCES CLEANER.

Councillor Chris Brown confirmed the completion of the job description (to be emailed to all members) which will be translated before being placed on the public notice boards in Henllan.

  1. FINANCE.

A) Wales Audit Office – Refund of Audit Fees from Reserves – £30.00.
B) Bill Payment – Winserve for Henllan.com fees – £97.20.

  1. PLANNING APPLICATION.

Erection of two storey extension to rear of dwelling and removal of existing porch and erection of new stone wall and railings to front elevation at 15 Ty Coch Street, Henllan. Members resolved on the observation that the original wall stone materials should be used for the rebuild.

  1. COMMUNITY WEBSITE.

Councillor Chris Brown reported that the Development Sub-Committee has met since the previous Council meeting and resolved to pursue a new Henllan Website under the control of the Community Council and Councillor Brown agreed to meet up with Mr Les O’Hanlon, the Administrator of the current Website, to discuss the time table of events.

  1. CORRESPONDENCE.

A) The Annual Meeting between the Chairman and Officers of Denbighshire County Council with the representatives of Town and Community Councils will be held on Thursday 6th November 2014 in the County Offices in Ruthin at 6.30 p.m. Councillor Chris Brown agreed to attend the meeting.
B) Monthly pack for the distribution amongst the Members.

  1. ONE VOICE WALES ANNUAL MEETING AND CONFERENCE.

Councillor Duncan Stewart gave a verbal report on the One Voice Wales Annual General Meeting and Conference held on Saturday 4th October 2014 and provided an information pack for the distribution amongst the Members.

  1. ANY OTHER BUSINESS.

A) Members resolved for the Clerk to contact Denbighshire Council regarding the following issues:-

1) Overgrown bushes and ivy on Denbigh Street in Henllan.
2) Will the properties with dumpy bags with garden waste instead of the wheelie bins be charged the annual fee of £24.00 from April 2015.
3) What services will not be provided under the County’s budget cuts from April 2015.

B) Members discussed the following issues:-

1) Possible volunteers to make the community tidy.
2) Dangerous traffic on the narrow section on the Garn Road in Henllan.
3) Speeding traffic within Henllan village.
4) Steel arrow fired in the Top Park recently during the Junior Football Training.

  1. NEXT COUNCIL MEETING – Tuesday 4th November 2014 in the Chapel Vestry, Henllan at 7.30 p.m.
  1. THE CHAIRMAN CLOSED THE MEETING AT 8.45 P.M.
