DRAFT MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH JUNE 2016 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Merfyn James, Gwyn Roberts, Jennifer Rowley-Williams, Julie Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

1 APOLOGIES: Councillors Duncan Stewart, Elwyn Williams, Kevin Davies and Denbighshire County Councillor Colin Hughes.

  1. THE CHAIRMAN WELCOMED CLWYD SPENCER TO HIS FIRST MEETING AS THE NEWLY CO-OPTED MEMBER OF THE COUNCIL.
  1. CONFIRM THE ANNUAL GENERAL MEETING MINUTES OF THE COUNCIL.

Members confirmed the Annual General Meeting minutes held on 11th May 2016 and signed by the Chairman.

  1. CONFIRM THE PREVIOUS MONTHLY MINUTES OF THE COUNCIL.

Members confirmed 11th May 2016 monthly minutes as a true record and signed by the Chairman.

  1. MATTERS ARISING FROM THE MINUTES.

The Owners of The Old Post Office and Bryntirion House of Denbigh Street have removed the ivy from the highway boundary wall.

The Highways Department of Denbighshire County Council reported on the following:-

The drainage problem at Hen Efail is in hand and is waiting for the Asset Manager to appoint contractors to rectify the soakaways issues.

The gully emptier is due to visit Henllan soon.

Contractors have been appointed to replace the broken gully pipe in Ochr-y-Bryn.

The directional signage at the Chweffordd junction has now been re-erected.

The Henllan to Trefnant road will be surface  dressed during the 2017/18 works programme.

There is no problem with the footpath between Maes Sadwrn and the Park.

the Chairman has contacted AON UK Limited to include insurance cover for the Council’s Ride on Mower.

  1. DISCUSSION ON THE LETTER RECEIVED FROM DR. JAMES DAVIES M.P.

After general discussion on the issues contained in the letter received from Dr. James Davies M.P. the members resolved for the Council’s Strategy Committee to discuss the Henllan Housing Market statistics contained with the letter provided by Denbighshire County Council.

  1. FINANCE ISSUES.

Bill payments:-

Mr Edward Morris (Caretaker) – Monthly Salary – ÂŁ24.00.

Clerk’s salary for the quarter ended 30th June 2016 – ÂŁ400.00.

PAYE for the quarter ended 30th June 2016 – ÂŁ117.80.

Henllan Church Institute for the “Business in the Community” event on 6th May 2016 – ÂŁ18.00.

Grant Aid Application from “Henllan Community & Leisure Association” towards the costs of the Henllan Extravaganza on 18th June 2016 (Councillors Glyn Jones and Julie Roberts declared an interest and vacated the room). After discussion on the Grant Application Form the Members resolved to the grant aid of £500.00 to the Association.

the Clerk circulated members with a copy of the Council’s accounts for the year ended 31st March 2016.

  1. PLANNING APPLICATIONS.

None received.

  1. CORRESPONDENCE.

The Clerk circulated Members with a copy of the new “Local Authorities Code of Conduct” to be adopted by the Membership of the Council. Members resolved to defer adoption to the next Council meeting.

  1. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

County Councillor Geraint Lloyd-Williams updated the meeting on the following issues:-

A  Highway grass cutting.

Car parks usage since the price increase on 1st April 2016.

Lenten Pool roundabout in Denbigh will be reduced in size over the summer which will result in road closures including Henllan Street in Denbigh.

Dog fouling issues update.

Update on the former North Wales Hospital Site in Denbigh.

  1. ANY OTHER BUSINESS.

Councillor Chris Brown updated members on the recent meetings:-

Denbighshire County Council Cluster Meeting held on Tuesday 17th May 2016 which discussed the following issues:-

Recreational and Open Spave Assessment.

CRM System.

Community Led Conversation – Modernisation of Social Services.

Playgrounds.

Community Council’s Websites.

Council’s Strategy & Development Committee held on 5th June 2016 which included discussion on the Community Council possibly taking over the Tip Site in Henllan from Denbighshire County Council. Councillor Chris Brown agreed to make the initial enquiries with Denbighshire County Council.

Members resolved to invite Sergeant Neil Stringfellow from Denbigh Police Station to the next Council meeting to discuss the various Policing issues within the community.

Members resolved for the Clerk to write to the owners of Awelon, Denbigh Street and 53 Glasfryn to cut the obstructing highway hedges within their properties.

Members resolved for the Clerk to contact the Highways Department of Denbighshire County Council regarding the following issues:-

Pot holes on the Garn Lane.

Clattering manhole cover in Cil-y-Coed.

Members discussed the request for an additional bus shelter in Denbigh Street at the Bryn Arwel bus stop. The request will be discussed at the next Strategy & Development Committee of the Council.

Members discussed the current usage of the Council’s Website which has an increased usage by local groups.
