DRAFT MINUTES of the HENLLAN COMMUNITY COUNCIL MEETING held on TUESDAY 4TH OCTOBER 2016 in the CHAPEL VESTRY, HENLLAN at 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Gwyn Roberts, Merfyn James, Jennifer Rowley-Williams, Julie Roberts, Duncan Stewart, Elwyn Williams, Kevin Davies, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2: CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed 6th September 2016 minutes as a true record and signed by the Chairman

  1. MATTERS ARISING FROM THE MINUTES.

At the commencement of the meeting discussion took place regarding the former Henllan Tip Land. The Chairman confirmed there was no update following the previous Council meeting and any future discussion on the former tip site land will be placed on the Council’s agenda. The Chairman thanked the members of the public for their attendance.

Councillor Gwyn Roberts reported that the recent “Speed Survey” with PCSO Francis Long took place in Denbigh Street, Henllan on 13th September 2016 at 9.15 a.m. which was a worthwhile exercise.

Mr Trevor Carr, Street Scene Area Coordinator of Denbighshire County Council, confirmed that the replacement directional sign at the Chweffordd/Cae Drain junction post also requires replacing.

the Clerk confirmed that he has ordered two “Litter/Dog Waste Bins” via Denbighshire County Council.

the Clerk still awaits a reply from CADW regarding the extension to free entry to Denbigh Castle to Henllan residents.

 

  1. COMMUNITY DEFIBRILLATOR UPDATE.

Councillor Kevin Davies reported on the following costs involved with regards to the “Community Defibrillator”:-

Cost of the Defibrillator from Wales Hearts – £850.00.

Training fee from Wales Hearts – £50.00

Heated Cabinet to house the equipment – £400.00.

Electrician cost for installation – £100.00.

The Members resolved to approve the costs and to locate the Defibrillator on the Henllan Village Shop Wall. Councillor Kevin Davies kindly agreed to make the necessary arrangement for the launch of the Defibrillator. The Members thanked Councillor Davies for his work on the project.

 

  1. DENBIGHSHIRE OPEN SPACE NEEDS ASSESSMENT AND AUDIT.

Councillor Chris Brown reported that he has completed the necessary response to Denbighshire County Council Open Space Needs Assessment and Audit on the following identified areas within Henllan:-

Garn Estate Woodland.

Woodland between Top Park and the Rectory.

Top Park.

Community Meadow.

Maes Sadwrn.

Bryn-y-Parc.

 

  1. FINANCE ISSUES.

Members resolved to pay the following bills:-

Welsh Hearts for the Community Defibrillator and Training – £900.00.

Winserve for the Council’s Website Fee – £97.20.

Councillor Duncan Stewart expenses for attending the One Voice Wales Annual Conference on 1st October 2016 – £155.02.

 

  1. PLANNING ISSUES.

Denbighshire County Council has granted planning permission for the erection of agricultural building to house milking cows and calving facilities.

  1. CORRESPONDENCE. 

The Official Opening Day for Denbighshire Memorial Park & Crematorium in St.Asaph will take place on 17th October 2016. Councillors Julie Roberts and Jennifer Rowley-Williams agreed to represent the Council at the event.

Rhiannon Dafydd of Grwp Cynefin informed Council that due to the lack of interest in finding a tenant for Gorffwysfa, School Street, Henllan the Organisation have decided to sell the property on the open market. Members resolved to invite Rhiannon Dafydd to the next Council meeting to discuss the issue of Gorffwysfa at the next Council meeting.

Following an email message from Mr Brian Schofield regarding the Traffic Visibility problem coming out of the Godre’r Garn Estate onto the Garn Lane in Henllan the Clerk agreed to inform Denbighshire County Council regarding the issue.

Members resolved to purchase a Poppy Wreath for the 2016 Remembrance Day Service. Councillor Chris Brown agreed to contact Denbighshire County Council regarding road closure in Henllan during the Remembrance Day Service.

  1. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

Councillor Geraint Lloyd-Williams reported on the following Denbighshire issues:-

The 2017/18 Budget talks will commence during November.

Work on replacing the Lenten Pool Roundabout in Denbigh will take place during the week commencing 9th October 2016.

Housing Recovery Fund will include funding for the Henllan Play Areas in the next financial year.

 

  1. ANY OTHER BUSINESS.

Councillor Glyn Jones reported on the 42 day consultation period notice in the Public Phone Box in Henllan. The Clerk agreed to make enquiries with BT.

Members discussed the frequency of the Route 66 Henllan to Denbigh Bus Service.

Litter picking is required from Denbigh Street, Henllan towards Denbigh.

Councillor Duncan Stewart reported on the both the recent One Voice Meetings he attended (Area Committee on 28th September; Annual Conference on 1st October 2016) and provided the relevant papers for the monthly pack for the distribution amongst the Members.
