MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 5TH DECEMBER 2017 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Gwyn Roberts, Jean McGibbon, Nicky Bassett-Powell, Duncan Stewart, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

1: APOLOGIES: Councillors Merfyn Roberts, John Bellis and Julie Roberts.

2. DECLARATIONS OF INTEREST.
Councillor Clwyd Spencer on agenda item 4 below.

3. DISCUSSION WITH PCSO MATTHEW WILLIAMS.
The Chairman welcomed PCSO Matthew Williams to the meeting. Members discussed the following policing issues raised with the Police:-
A: Children climbing on buildings/containers at Top Park, also evidence of small fires being started outside said buildings.
B. White van parked on corner at the bottom of Church Street.
C, White van parked at the top of Llindir Street opposite junction.
D. Inconsiderate parking of larger vehicles at the top of Bryntirion causing issues with visibility.
E. Speeding along Denbigh Street, Ffordd Meifod and Ffordd Garn.
F. More interaction between North Wales Police and Henllan Community Council.
PSCO Williams indicated that he will re-investigate the unresolved issues and for more patrols of Henllan Village and will report back at the next Council meeting. The Chairman thanked PCSO for his attendance at the meeting.

4. UPDATE ON THE PROPOSED CYCLE PATH BETWEEN HENLLAN AND DENBIGH.
Mr Ben Wilcox-Jones, Senior Engineer – Road Safety and Sustainable Transportation of Denbighshire County Council apologised for his non attendance at the meeting and provided the Chairman with the report that four options are being considered for the missing cycle path link between Henllan and the Denbigh Golf Club with the successful option being completed in the 2019/20 financial year.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th November 2017 as a true record and signed by the Chairman.

6. MATTERS ARISING FROM THE MINUTES.
A. Trevor Carr, Denbighshire County Council Street Scene Coordinator, has reminded the contractor regarding the work requited on the gully issue at the bottom of Chapel Lane on Denbigh Street. County Councillor Geraint-Lloyd Williams will contact the Officer regarding the unresolved issue.
B. Denbighshire County Council will provide additional “Road Narrowing Sign” on the north side of Garn Road.
C. Glyn Forsdick of Denbighshire County Council reported he is currently in the process of finalising the play area proposal and hope to be in a position to start further consultation exercise with the residents of Henllan in the New Year and also arrange dor a Community Coordinator to engage with Henllan School and Community Council as part of the consultation exercise.
D. Councillor Duncan Stewart is investigating the additional bus services required between Henllan and Denbigh in the afternoons.
E. the Chairman reported that one quotation has been received for the proposed “Top Park” car park and will be seeking further quotations for the works required.
F. the Chairman reported that one quotation has been received for the electrical work required at the Public Conveniences in Henllan and will be seeking further quotations for the works required.

7. CLWB FFERMWYR IFANC LLANNEFYDD GRANT APPLICATION UPDATE.
Defer to the next Council meeting.

8. FINANCE.
Bill payments:-
A: Edward Morris – Caretaker – £24.00.
B. Clerk’s salary for the quarter ending 31st December 2017 – £420.00.
C. PAYE for the quarter ending 31st December 2017 – £123.00.
D. Alan Roberts Materials for street furniture and signage – £75.16.

9. PLANNING ISSUES.
Planning application – submission of house type on plot 12 (amendment to previously approved scheme for phase 2 reference 28/2014/1372PR) at Henllan Centre, Henllan – Planning Committee to consider observations prior to the next full Council meeting.

10. CORRESPONDENCE.
A. Welsh Government report that the “Appropriate Sum under Section 137(4)(A) of the Local Government Act 1972” expenditure limit for 2018-19 is £7.86 per elector.
B. Denbighshire “Draft Supplementary Planning Guidance Note Clwydian Range and Dee Valley Area of Outstanding Natural Beauty Consultation document.

11. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams updated members on the following:-
A: Boundary Commission review for Denbighshire.
B. Public Spaces Protection Orders.
C. Additional signage promised for Henllan.
D. Recent announcement of the Chief Executive Officer.
E. 50% Council Tax increase for empty and second homes properties.

12. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members discussed the following issues:-
A: Use of the former “Old Tip” site in Henllan for dog walking.
B. the War Memorial Henllan requires updating via repairs.
C. County Councillor Geraint-Lloyd Williams has replaced former member Colin Hughes on the Henllan Parochial Charities Committee.
