MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON WEDNESDAY 10TH MAY 2017 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Julie Roberts, Glyn Jones, Gwyn Roberts, Jean McGibbon, Clwyd Spencer, Denbighshire County Councillors Glenn Swingler and Geraint Lloyd-Williams together with the Clerk.

APOLOGIES:

WELCOME.

The Chairman welcomed Community Councillor Jean McGibbon and Denbighshire County Councillor Glenn Swingler to their first Henllan Community Council meeting. All Members duly completed the “Declaration of Acceptance of Office” and “Personal Interests” forms.

CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the 4th April 2017 minutes as a true record and signed by the Chairman.

MATTERS ARISING FROM THE MINUTES.

Councillor Glyn Jones provided photographic evidence of the highway pooling problem outside 24 & 25 Bryn Tirion, Henllan for the Clerk to provide Denbighshire County Council with the information.

The drainage issues at the bottom of Chapel Lane and Hen Efail and the clattering gully at Cil-y-Coed Housing Estate in Henllan have now been resolved.

The former E.C. Evans Yard in Henllan has now been sealed

VACANT SEATS.

Following the recent Community Council elections on 4th May 2017 the Clerk provided Members with a copy of the “Notice of Co-option” for the two vacant seats on the Henllan Community Council inviting expressions of interest to be sent to the Clerk by no later than 2nd June 2017.

PENCAEDU CROSSROADS.

The Clerk still awaits an updated report promised by Mr Mike Jones, Traffic, Parking and Road Safety Manager of Denbighshire County Council.

FINANCE.

First 2017/18 precept receipt – £3.818.00.

The Council’s Annual Financial Return for the year ended 31st March 2017 has been completed by the Clerk and Internal Audited by Harold Smith, Chartered Accountants of St. Asaph (who reported a clean report). The Chairman and Clerk signed off the Annual Return which will now be External Audited by BDO of Southampton (appointed by the Wales Audit Office).

Bill payments:-

Aon UK Limited – Annual Insurance – £386.12.

Harold Smith – Internal Auditor – £144.00.

Edward Morris – Caretaker’s salary for March and April 2017 – £48.00.

Information Commissioner’s Office – Data Protection Registration Fee – £35.00.

PLANNING APPLICATIONS.

None received.

CORRESPONDENCE.

Councillor Julie Roberts confirmed that Mr Gareth Jarvis, Development Officer of Wales and West Housing Association will attend the next Council meeting on 6th June 2017 to update Members of the Cil-y-Coed Housing Development in Henllan.

DENBIGHSHIRE COUNTY COUNCIL ISSUES.

Members discussed the following issues with the two County Councillors in attendance:-

Request a Street Scene Strategy for the Henllan Community.

Request a Community Council Representative on the “Member Area Group”

Update on the work required on the Maes Sadwrn Park in Henllan (Councillors Chris Brown and Julie Roberts agreed to hold a site meeting and report back to the next Council meeting).

Update on the Footway/Cycle Path between Henllan and Denbigh.

ANY OTHER BUSINESS.

Members discussed the continuing speeding problems in Henllan, in particular between 7.45 and  9.00 a.m. The Clerk agreed to contact the local PCSO regarding the continued problem.

Councillor Julie Roberts agreed to provide a quote for the annual planters and associated works for Henllan.

Members resolved for the Clerk to report the following issues to Denbighshire County Council:-

Broken lids on the litter bin by Parc-y-Llan Estate in Henllan.

Provision of “Araf/Slow” road marking on the approach to Henllan village on Denbigh Street.

Provision of “Narrow Road” signage on the approach of Garn Lane in Henllan.

Vehicle on a trolley on the Maes Sadwrn Estate in Henllan.

Signage preventing long vehicles driving on the Llannefydd Road in Henllan.

Members congratulated Mrs May Lloyd of 2 Meifod on her recent 100th Birthday.
