1. YMDDIHEURIADAU: Y Cynghorwyr Sir Colin Hughes a Geraint Lloyd-Williams.

2. TRAFODAETH GYDA CHYMDEITHAS DAI CYMRU A’R GORLLEWIN.

Croesawodd y Cadeirydd Craig Sparrow a Vi Cochrane o’r Gymdeithas. Soniodd Mr Sparrow am gam nesaf y gwaith ar safle Canolfan Henllan, sef y gwaith cynllunio, a bydd yn adrodd yn ôl i’r Cyngor Cymuned cyn cyflwyno’r cais cynllunio i Gyngor Sir Ddinbych. Testun Mrs Cochrane oedd prosiect yr Ardd Flodau Gwyllt yn dilyn arolwg Hydref 2013. Bydd hithau’n adrodd yn ôl i’r Cyngor Cymuned ar ddatblygiadau pellach. Diolchodd y Cadeirydd i’r ddau swyddog am ddod i’r cyfarfod.

3. CADARNHAU COFNODION CYFARFOD DIWETHAF Y CYNGOR.

Cadarnhawyd cofnodion 7fed Ionawr 2014 a’u harwyddo gan y Cadeirydd.

4. MATERION YN CODI O’R COFNODION.

A. Mae Adran Dai Cyngor Sir Ddinbych wedi cytuno i ofalu am y Gwely Blodau ar Stad Maes Sadwrn, Henllan.

B. Yn ôl Adran Briffyrdd Cyngor Sir Ddinbych nid oes cyllid ar gael ar hyn o bryd i arwyddion “Dim Parcio” wrth fynedfa stad Maes-yr-Efail, Henllan. Nodwyd mai mater i’r Heddlu yw parcio anghyfreithiol. Penderfynwyd gwahodd rhywun o’r Heddlu lleol i’r cyfarfod nesaf.

C. Dywedodd y Cynghorydd Gwyn Roberts mai tua £20 fyddai cost trwsio’r set gyhoeddus o flaen Bryn Arwel. Penderfynwyd derbyn yr amcan bris.

D. Dywedodd y Cynghorydd Kevin Davies fod yr Is-bwyllgor wedi archwilio’r cyflwr y lloches Fysiau ân Stryd Dinbych ac y byddai cost ei hatgyweirio’n £150.00. Pasiwyd i dderbyn yr amcan bris.

5. CRONFA GENEDLAETHOL COFEBION RHYFEL.

Cafwyd gwybod gan Un Llais Cymru mai trwy Adran 137 Deddf Llywodraeth Leol 1972 yn unig fedrai’r Cyngor Cymuned gyfrannu at y Gronfa. Wedi trafodaeth penderfynwyd gofyn i’r Clerc holi a oedd Cynghorau eraill wedi cyfrannu at y Gronfa Genedlaethol.

6. BWS MINI I’R GYMUNED.

Byrdwn adroddiad y Cynghorydd Kevin Davies oedd bod nifer o beryglon posibl wrth feddwl am “Gerbyd Cymunedol”. Wedi trafodaeth, penderfynwyd gofyn i Is-bwyllgor Strategaeth y Cyngor ystyried cynlluniau eraill.

7. GLANHAU’R LLOCHESI FYSIAU.

Wedi gwella a’i salwch diweddar, mae Mr Terry Hughes wedi medru ail gydio yn y gwaith glanhau.

8. CYLLID.

Taliad – Trethi Dwr Toiledau Cyhoeddus Henllan – £55.74.

9. PRECEPT Y CYNGOR AR GYFER 2014-15.

Rhoddodd y Cynghorydd Chris Brown syniad o wariant tebygol y Cyngor ar gyfer 2014/15. Wedi trafodaeth, penderfynwyd cadw’r Precept ar yr un lefel, sef £18.00 am bob tŷ fyddai’n cynhyrchu cyfanswm o £6,696.00. Diolchodd yr aelodau i’r Cynghorydd Brown am ei adroddiad manwl.

10. CEISIADAU CYNLLUNIO.

Cafwyd adroddiad gan yr Is-bwyllgor Cynllunio ar y canlynol:-

A. Estyniad – The Hollies, Ffordd y Felin, Henllan – dim gwrthwynebiad.

B. Cwympo pum coeden – Mynwent Eglwys Sant Sadwrn – dim gwrthwynebiad, ond y dylid plannu coed eraill i gymred lle’r pump.

C. Codi tŷ a swyddfeydd ac unedau B1 a B1/B8 (amlinelliad) – Bryn Llyfannen, Henllan – dim gwrthwynebiad gan fod gobaith am swyddi.

Soniodd y Cadeirydd am Gynllun Ardal Dinbych sy’n cynnwys ardal Cyngor Cymuned Henllan.

A. Soniodd y Cadeirydd am sesiynau hyfforddi Un Llais Cymru. Gobaith y Cadeirydd yw trefnu sesiwn trwy Un Llais Cymru ar gyfer Henllan a’r Cymunedau cyfagos.

B. Gofynnwyd i’r Clerc dynnu sylw’r awdurdodau at ddau dwll yn ymyl y ciosg ffon ar Stryd Dinbych.

C. Cytunodd y Cadeirydd I wneud ymholiadau ynglŷn â dau fater:-

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH FEBRUARY 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30

PRESENT:   Councillors Chris Brown (Chairman), Merfyn James, Elwyn Williams, Glyn Jones, Eleri Llwyd, Julie Roberts, Jennifer Rowley-Williams, Gwyn Roberts, Kevin Davies, Duncan Stewart and the Clerk.

1. APOLOGIES: County Councillors Colin Hughes and Geraint Lloyd-Williams.

2. DISCUSSION WITH WALES AND WEST HOUSING ASSOCIATION.

The Chairman welcomed Craig Sparrow and Vi Cochrane from Wales and West Housing Association to the meeting. Mr Sparrow reported to the meeting of the next stage on the former Henllan Centre Site which is in the design process and will report back to the Community Council before the planning application is submitted to Denbighshire County Council. Mrs Cochrane updated the meeting on the Wild Flower Garden project following a survey made in the autumn of 2013 and will report on back to the Community Council on the future developments. The Chairman thanked the two Officers for attending the meeting.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the mintes of the meeting held on 7th January 2014 as a true record and signed by the Chairman.

4. MATTERS ARISING FROM THE MINUTES.

A. Denbighshire County Council Housing Department have agreed to the upkeep of the Flower Bed in the Maes Sadwrn Estate in Henllan.

B. the Highways Department of Denbighshire County Council reported that funding is not available at present to supply “No Parking” signs on the entrance to Maes-yr-Efail Estate in Henllan and further reported that illegal parking is a Police issue. Members resolved to invite the local Police to attend the next meeting.

C. Councillor Gwyn Roberts reported the estimate cost of repairing the public seat next to Bryn Arwel will be £20.00. Members resolved to accept the estimate.

D. Councillor Kevin Davies reported that the Sub-Committee have inspected the condition of the Bus Shelter in Denbigh Street with estimated cost of Repair of £150.00. Members resolved to accept the estimate.

5. NATIONAL WAR MEMORIAL FUND.

One Voice Wales reported that the only avenue that the Community Council could donate to the National War Memorial Fund would be under Section 137 of the Local Government Act 1972. After discussion the Members resolved for the Clerk to make enquiries if other Councils have donated to the National War Memorial Fund.

6. COMMUNITY MINIBUS.

Councillor Kevin Davies reported that there are pitfalls involved with a “Community Minibus” project. After discussion the Members resolved for the Council Strategy Sub-Committee to look at alternative projects.

7. BUS SHELTER CLEANER.

Mr Terry Hughes has made a full recovery from his recent illness and has resumed his duties as the Community Bus Shelters Cleaner.

8. FINANCE.

Bill Payment – Water Rates for the Henllan Public Conveniences – £55.74.

9. COUNCIL’S 2014/15 PRECEPT REQUIREMENT.

Councillor Chris Brown provided the Members with the Council’s estimated expenditure for 2014/15. After discussion the Members resolved on the standstill Precept for 2014/15 of £18.00 per dwelling which generates an income of £6,696.00. The Members thanked Councillor Brown for his detailed report.

10. PLANNING APPLICATIONS.

The Planning Sub-Committee reported on the following planning applications:-

A. Extension to The Hollies, Mill Road, Henllan – no objections.

B. Felling of five trees in St Sadwrn Churchyard – no objection to the felling but with the observation for the trees to be replanted.

C. Development of land by the erection of a new dwelling and offices and B1 & B1/B8 units (outline application) at Bryn Llyfannen, Henllan – no observations on the outline application as there are employment potential to the application.

11. CORRESPONDENCE.

Monthly distribution pack for the Members.

12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

The Chairman updated Members on the Denbigh Area Plan which includes projects within the Henllan Community Council Area.

13. ANY OTHER BUSINESS.

A. The Chairman reported on the One Voice Wales training sessions. The Chairman is pursuing a cluster training session with other local communities through One Voice Wales.

B. the Members resolved for the Clerk to report two pot holes on Denbigh Street, Henllan by the Public BT Phone.

C. the Chairman agreed to investigate the Clwydian Range Public Footpath Signage and stray dogs within Henllan with the appropriate Authorities.

14. NEXT COUNCIL MEETING – Tuesday 4th March 2014 in the Chapel Vestry, Henllan at 7.30 p.m.

15. THE CHAIRMAN CLOSED THE MEETING AT 9.00 P.M.
