Gan ad oedd Mr Sparrow wedi gallu dod i’r cyfarfod, penderfynwyd ei wahodd i’r cyfarfod nesaf y Cyngor.

4. CADARNHAU COFNODION CYFARFOD DIWETHAF Y CYNGOR.

Cadarnhawyd cofnodion cyfarfod 3ydd Rhagfyr 2013 a’u harwyddo gan y Cadeirydd.

5. MATERION YN CODI O’R COFNODION.

A. Adroddwyd bod Mr Gwynfor Evans, Cadeirydd Clwb Dynion Henllan, wedi dweud bod Mr Ken Jones, yr Ysgrifennydd/Trysorydd, ar hyn o bryd yn trafod y gronfa gyda’r awdurdodau treth ac y byddai’n cysylltu â’r Cyngor Cymuned gan gynted ag y byddai modd.

B. Mae gwely blodau Maes Sadwrn wedi cael eu tacluso. Bydd angen gwneud rhagor o waith cyn dechrau plannu. Bydd y Cynghorydd Eleri Llwyd yn holi a oes grantiau ar gyfer planhigion ar gael gan Gadw Cymru’n Daclus.

6. LLOCHES BYSIAU’R PENTREF.

A. Penderfynwyd y byddai’r Cynghorwyr Glyn Jones, Kevin Davies a Gwyn Roberts yn cael golwg ar Loches Stryd Dinbych gyda’r Cadeirydd ac yn adrodd yn ôl i’r cyfarfod nesaf.

B. Mae’r set wrth Brŷn Arwel angen ei thrwsio. Penderfynwyd bod y Cynghorydd Gwyn Roberts yn holi am brisiau i’w hatgyweirio.

Cafwyd adroddiad gan yr Is-bwyllgor Cynllunio ar y canlynol:-

A. Estyniad ar gefn rhif 17 Bryn Tirion, Henllan – dim sylwadau (Roedd y Cynghorydd Glyn Jones wedi datgan diddordeb yn y cais a heb gymryd rhan yn y drafodaeth na’r pleidleisio).

B. Sesiwn hyfforddi ar faterion cynllunio. Dywedodd y Cadeirydd y byddai’r sesiynau nesaf yn Swyddfeydd y Sir, Dinbych am 6.30 Nos Lun, 3ydd Chwefror, nos Fawrth 23ain Ebrill, Nos Iau 17eg Gorffennaf a nos Lun 29ain Hydref. Dylai unrhyw Gynghorydd a diddordeb hysbysu’r Cadeirydd, y Cynghorydd Chris Brown a Chyngor Sir Ddinbych.

C. Cais Cynllunio 3 Ffordd Bryn-y-Garn, Henllan. Dywedodd y Cynghorydd Sir Colin Hughes fod y cais yma i’w drafod gan Bwyllgor Cynllunio llawn y Cyngor Sir.

11. MATERION CYNGOR SIR DDINBYCH.

Soniodd y Cynghorydd Sir Colin Hughes am ddau fater:-

A. Adborth ar Strategaeth Ddrafft ac Anghenion Cartrefi Lleol, dogfen a gynhyrchwyd gan y Cyngor Sir.

B. Byddai eitem yng nghylchlythyr nesaf y Cyngor yn gofyn faint o bobl leol sydd ag angen cartref fel bod y Cyngor Cymuned yn gallu cadw rhestr a throsglwyddo’r wybodaeth i’r Cyngor Sir.

12. UNRHYW FATER ARALL.

A. Penderfynwyd rhoi gwybod i Gyngor Sir Ddinbych fod:-

1. Graean rhydd ar y ffordd rhwng Dinbych a Henllan.

2. Angen gwagio gylïau Modurdai Maes Sadwrn, rhwng Tŷ Mawr a’r Cross Foxes a’r beipen rhwng Cae Cam a gwaelod Ochr-y-Bryn.

3. Baw cŵn ar Stryd Dinbych.

B. Cardiau Teithio am ddim ar y bysiau. Trafodwyd y ffaith nad ydi’r rhai Cymreig yn ddilys dros y ffin a phenderfynwyd cysylltu ag Age Conern, Dinbych i ofyn am eu cefnogaeth i sicrhau cerdyn fyddai’n ddilys trwy’r Deyrnas Gyfunol.

C. Cafwyd cwynion am atebion BT i bobl o’r pentref oedd wedi mynegi anfodlonrwydd ar dderbyniad band eang.

D. Glanhau’r Llochesi aros bysiau. Yn dilyn salwch Mr Terry Hughes, cynigiodd y Cynghorydd Glyn Jones fynd yn gyfrifol am y gwaith dros dro. Rhoi’r mater ar Agenda’r cyfarfod nesaf.

E. Penderfynwyd dosbarthu i’r aelodau gopi o’r nodiadau a’r ffurflenni a dderbyniwyd am brosiectau Cadwyn Clwyd.

MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH JANUARY 2014 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

1. PRESENT: Councillors Chris Brown (Chairman), Elwyn Williams, Eleri Llwyd, Glyn Jones, Jennifer Rowley-Williams, Julie Roberts, Gwyn Roberts, Kevin Davies, Duncan Stewart, Merfyn James and Denbighshire County Councillor Colin Hughes.

2. APOLOGIES: Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk Mr Gwyn Davies.

3. MR CRAIG SPARROW – WALES ANS WEST HOUSING ASSOCIATION.

As it was not possible for Mr Sparrow to attend the meeting it was decided to invite him to the next meeting of the Council in February.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed the meeting held on the 3rd December 2013 as a true record and signed by the Chairman.

5. MATTERS ARISING FROM THE MINUTES.

A. It was reported that Mr Gwynfor Evans, Chairman of the Henllan Men’s Club stated that Mr Ken Jones Secretary/Treasurer of the Henllan Men’s Club is currently contacting HMRC regarding the fund and would be in contact with the Community Council as soon as possible.

B. the Maes Sadwrn Flower Bed has been cleaned. Further work was required before planting could take place. Councillor Eleri Llwyd to investigate whether grants for plants could be obtained from Keep Wales Tidy.

6. COMMUNITY BUS SHELTERS.

A. It was decided that Councillors Glyn Jones, Kevin Davies and Gwyn Roberts together with the Chairman inspect the Denbigh Street Bus Shelter and report back to the next meeting.

B. The seat by the Bus Stop outside Bryn Arwel was in need of repair. It was resolved that Councillor Gwyn Roberts obtain prices for the repair.

7. NATIONAL WAR MEMORIAL FUND APPLICATION.

It was resolved that it be placed on the agenda and discussed at the next meeting.

8. COMMUNITY MINIBUS.

It was resolved that it be placed on the agenda for the next meeting.

9. FINANCE.

Bill Payments:-

A. Hire of Chapel Vestry for 2013 – £88.00.

B. North West Christmas Tree Co. – £84.00.

10. PLANNING ISSUES.

The Planning Sub-Committee reported on the following applications:-

A.     Extension to rear of dwelling at 17 Bryn Tirion, Henllan – no objection (Councillor Glyn Jones declared his interest in this application and took no part in the discussion or voting).

B.     Planning Training Session. The Chairman reported that the next session will be held at the County Offices at Denbigh on Monday 3rd February at 6.30 p.m. Wednesday 23rd April, Thursday 17th July and Monday 29th October. Any Member wishing to attend to inform the Chairman Councillor Chris Brown and Denbighshire County Council.

C.     Planning Application – 3 Ffordd Bryn-y-Garn, Henllan – County Councillor Colin Hughes stated the application was to be discussed by the full Planning Committee of the County Councillor.

11. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

County Councillor Colin Hughes reported on the following:-

A. Consultation on on the County Council Draft Local Housing Strategy and Needs Feedback.

B. An item to be placed at the next Council Newsletter asking how many Local People require housing so that a list can be kept by the Community Council and also submitted to the County Council.

12. ANY OTHER BUSINESS.

Resolved that the Denbighshire County Council be informed of the following:-

A. Loose Grit on the Denbigh to Henllan Road.

B. Gullies require emptying:-

1. Maes Sadwrn Garages.

2. Between Ty Mawr and Cross Foxes.

3. Pipe between gully Cae Cam, Ochr-y-Bryn, and the bottom of the road blocked.

C. Dog Fouling – Denbigh Street.

D. Bus Passes – following a discussion it was resolved that there should only one bus pass to cover the United Kingdom. At best the bus pass granted in Wales covers Wales and the same for England and Scotland. It was resolved that a letter be sent to Age Concern North Wales Central in Denbigh seeking their support for a UK Buss Pass.

E. Complaints were received regarding BT’s replies to complaints about the Broadband reception in the village.

F. Bus Shelter Cleaner. Due to the illness of the cleaner Mr Terry Hughes, Councillor Glyn Jones volunteered to clean the Bus Shelters on a temporary basis. The position of a cleaner for the Bus Shelters be placed on the agenda for the next meeting.

G. Cadwyn Clwyd project application notes and expression of interest form BP2 – it was resolved that the forms be distributed to the members.

13. NEXT COUNCIL MEETING – Tuesday 4th February 2014 in the Chapel Vestry, Henllan at 7.30 p.m.
